Audit Committee:Checks all the finances from the previous Treasurer’s term.The balances are checked and invoices are compared to checks.They try to meet, with or without a quorum, at MML and at Spring Institute and give a report at the Institute.
Budget/Finance Committee:Is chaired by the MoCCFOA Treasurer.The duties consist of preparing a balanced budget for the next fiscal year that runs from May 1 through April 30.The completed budget is submitted to the President with a written statement.At the Spring Institute, the proposed budget is submitted to the members for approval.Each Committee Chair shall submit to the Treasurer by December 31 a proposed budget that identifies funds that the committee expects to contribute or expend during the next fiscal year.If possible, a meeting should be held at the MML Conference in the fall to start the next year’s budget.If not, a meeting can be held via fax, email or telephone.
Bylaws Committee:Conducts meetings via email and telephone to review the bylaws and recommendations for changes as submitted by members. Meetings may be scheduled at the Spring Institute and/or the MML Annual Conference.Potential members must have the time to commit to becoming familiar with the Bylaws and reviewing the proposed changes.
Certification Committee: This is a stand alone committee made up of clerks with a minimum of “Continuing MRCC” designation and a minimum of five (5) years of service in the organization. He/She must have served either on the Education Committee or ExecutiveBoard prior to his/her appointment to the committee. The committee will consist of seven (7) members, one of which who will serve as the Committee Chairman, who must be a Missouri Professional City Clerk (MPCC). Initial appointments to the committee will be two members for one (1) year, two members for two (2) years and three members for three (3) years, one of which will be the Committee Chairman. Reappointments to the committee will be based on the three year terms. The Certification Committee role is to review the clerk’s
Professional Growth and Development Plan which is a part of the certification process.
Education Committee:Provide the organization with the highest quality education possible keeping in mind the needs of the Missouri Registered City Clerk certification program.It is dedicated to ensuring the future continuity in the training and development of the Missouri City Clerk.The committee correlates the topics for the Spring Institute as well as the sessions at MML and all Advanced Academies.The Education Committee meets two times a year – at the Spring Institute and at the MML Conference – and any other time of year as is necessary.
Historian Committee:Responsible for all historical records for the Association.This committee shall obtain articles and/or pictures regarding the organization and its members and keep records of minutes and other hard copy documents as appropriate.
Legislative Committee:The Legislative Committee will work closely with the Missouri Municipal League on legislation being proposed by the state legislature that will have a negative impact on municipalities.In working with the MML, the committee will advise City Clerks of the need to write, phone or in other manners work with state when legislation that is introduced affects municipalities.This committee meets via email and phone.
Membership Committee:The Membership Committee contacts new clerks and potential new members to encourage them to join the association by providing them information about the benefits of membership.By bringing new ideas to the table for recruitment the committee is responsible for creating an organizational brochure to send to all the potential new members.The committee meets via e-mail, telephone, fax and postal mail.Member representation from each division is requested and encouraged.The committee works closely with the Mentoring Committee and welcomes new members and first time attendees to the Spring Institute in March.They also provide informational brochures and have a drawing for new members at the Silent Auction booth at the MML.
Mentoring Committee: The objective of this committee is to welcome and give assistance to new city clerks and new members throughout the year and to plan activities for first time attendees at the Spring Institute.As a member of this committee you should be willing to collect things fro the new member bags we had out each year. You should feel you have been a clerk long enough to advise and help answer questions from new members and be enthusiastic and able to attend Spring Institute.This committee meets via email and may meet at the MML Conference and spring Institute.
Newsletter Committee:The Newsletter Committee is charged with distributing news to the MoCCFOA membership.The current structure provides four issues printed and mailed during the year (July 1 through June 30), distributed approximately one each quarter.Committee members contact MoCCFOA members to obtain news from each of the nine divisions, the president and treasurer for each issue.In addition, depending on the timing of distribution, the newsletter contains information about upcoming or recently conducted institutes or workshops of interest to clerks; information about IIMC and Region VII; individual achievements related to certification.The committee also identifies advertisers to defray the costs of the newsletter.The committee is working on an electronic newsletter to make distribution more efficient and reduce costs.The Newsletter Committee will work with the newly formed Technology Committee on issues pertaining to the distribution of news.The committee's charge may change as an electronic edition is implemented and MoCCFOA sets up its own website.This committee meets by email and those attending Spring Institute meet in person before opening of sessions.
Nominating Committee: The Nominating Committee is composed of each Divisional Director and a Chairman. This committee reviews the Statement of Interest Applications for prospective Association Board Members and then presents their decision for slate of officers for nomination to the current Board and Association. This committee usually meets via e-mail and fax.
Outstanding City Clerk Award Committee:The Mission Statement for our committee is “The Outstanding City Clerk Award is designed to recognize a City Clerk or Finance Officer that has demonstrated outstanding service and commitment to their municipality, community and professional organizations”. Committee duties include promotion and appropriate publicity of the award and to encourage nominations and distribution of nomination forms upon request. This committee is also responsible for reviewing nominations to verify that nominees have met the minimum requirements.The Committee meets at the MML Conference to get acquainted and assign responsibilities.They meet again after January 15th to review applications.All other communication is by email.
Public Relations Committee:Responsible for keeping open communications with IIMC and increasing elected officials’ awareness of the Association’s educational programs and work ethic within the organization.
Retirement “A Circle of Friends”: The objective of this committee is to keep incontact with retirees of the Association and to invite them to the Annual ConferenceBanquet.
Scholarship Committee:A member of the scholarship committee must have time to review scholarship applications and rank them. There are scholarship applications for the Spring Institute, Regionals and New Clerks. There is a deadline on returning the rankings to the scholarship chairman. This committee works with fax or email for returning the rankings.
Technology Committee:Responsible for all technological facets of the organization including, but not limited to, creation and maintenance of a website, updating the membership directory and making technical assistance available to members.
