CERTIFICATION INFORMATION

PROFESSIONAL GROWTH AND DEVELOPMENT PLAN


This is a comprehensive core-training document that identifies:
           life-cycle education and training requirements;
           training support resources; and,
           minimum core task requirement for certification with the MOCCFOA

The plan is to cover all sessions attended and shall be submitted within a month of the Spring Institute.  Forms can be found on the MOCCFOA website.

To receive education points, a plan must be submitted for each event.  Institute education credit is required to receive certification from Missouri and IIMC.

Each clerk's plan will include what they learned from the sessions, or from networking with fellow clerks, and how they will apply this knowledge to their job in the following years.  After receiving 100 hours of education and submitting plan forms after each educational event, a City Clerk or Finance Officer shall be eligible to apply for the MRCC designation.

Since the plan will be fluid, changing from year to year, completion of the written plan is required each year in order to receive hours certificates showing education credit toward certification.

Plans will be reviewed for their accuracy by a panel of clerks who have been trained specifically to review them.

Requirements for the Missouri Registered City Clerk plan are:

What information did you take with you from each class?
What will you apply in the coming year that you receive from the class?
How will you implement this information into your position?
What are your goals professionally?
What goals have you reached?

When applying for Missouri Registered City Clerk, the plan is to include:

What progress have you made?
What is your plan for the future?
Summary of your yearly plans.

Each plan is to be submitted on the form available from the MOCCFOA website.  Additional pages must be typed in 12 point font, one and one-half space, one inch margins, letter size paper.

Include your name, city, position title, mailing address, email address, phone number.  Your plan must be signed by the Mayor, City Administrator or your Immediate Supervisor.

Notation is to be made on the plan of the sessions and dates of the sessions, i.e. MML Academy Session, September [year].

LEVELS OF CERTIFICATIONTiers of certification will provide goals or stepping stones to reach the top designation. The three levels are: 

  • Missouri Registered City Clerk (MRCC)*

  • Missouri Registered City Clerk Continuing (MRCC Continuing)

  • Missouri Registered City Clerk Sustaining  (MRCC Sustaining)

  • Missouri Professional City Clerk (MPCC)

*If a clerk prefers not to move forward after receiving the MRCC designation, they must maintain forty hours of training in four years, with no recertification requirements.

CERTIFICATION
:  Certification will be provided through the University as the education provider for MoCCFOA. 

APPLICATIONS:  Applications and requirements parallel the IIMC application. This provides members with the option to apply for IIMC certification, MoCCFOA certification or certification from both organizations.
 

MRCC REQUIREMENTS:

Anyone applying for MRCC must be a member of MoCCFOA for at least two  years.

A letter of support from one of the applicant’s municipal officials is required, i.e., supervisor, Council/Board or Administrator.

Any new applicant with less than 50 hours or someone transferring from another state must attend the New Clerk’s Institute within one year in order to obtain their  MRCC. Hours from another state will automatically transfer. Only hours within the last five years will be allowed in the MRCC application MRCC Continuing/Sustaining Requirements: 

On these two levels, there are requirements for more community activities. Hours must be obtained after receiving MRCC status. MPCC Requirements:

Upon reaching the MPCC level, a Clerk will retain the designation forever. Each applicant for MPCC will be required to write a one- to two-page statement of what the MRCC and MPCC has meant to them, both personally and professionally. This will be a requirement for anyone applying for an MPCC designation, both new and transitional. At this level of professionalism, the Committee felt a written statement would affirm a clerk’s commitment to the program and basically be the final step in attaining the highest certification. These statements will also provide valuable input for the organization, assisting in possible future endeavors to be recognized by the State.  

PINS, PLAQUES, ETC:  As noted on the applications, those reaching the MRCC level will receive a pin and certificate; Sustaining and Continuing will receive certificates; and, with the MPCC level, an applicant may decide on a pin/certificate or a pin/plaque. 

ETHICS STATEMENT: Signing of the Ethics Statement will be required with each application. 

CREDENTIALS COMMITTEE: The Credentials committee will review all applications for certification. 
 

Members of the Credentials Committee will be the MoCCFOA Vice President; MoCCFOA Education Committee Co-Chair: and, an MML representative (either from MML directly or the Association’s MML representative).  

Applications must be postmarked by January 2nd for consideration by the Credentials Committee at the MoCCFOA Spring Institute and by July 1st for consideration at the MML conference.

Applications can only be submitted after the needed hours are received, i.e., a clerk could not submit an application prior to the Spring Institute and then obtain any hours necessary to meet the requirements during Institute sessions.

When submitting applications, a copy of a diploma will be accepted, rather than requiring submittal of a transcript. 

Upon approval, a press release will be sent to the applicant’s mayor. 

TRANSITION
MoCCFOA levels generally follow IIMC certification; however, IIMC removed the three levels between CMC and MMC. Clerks must still continue to accumulate hours to move from CMC to MMC.

TESTING
In order to meet IIMC requirements for testing, MoCCFOA developed the Professional Growth and Development Plan, which can be accessed from the MoCCFOA Web site.

CONCLUSION: 
State Certification was a monumental step in demonstrating the professionalism of the Missouri City Clerk and the membership’s dedication to continuing education. Those involved in formulating the certification plan desired to make this program successful for the benefit of each and every city clerk in the state of Missouri.
